On September 30, 2019, the Development and Reform Commission of Hebei Province and the Department of Finance of Hebei Province issued the Official Reply of the Development and Reform Commission of Hebei Province and the Department of Finance of Hebei Province on the 2019 Provincial Strategic Emerging Industry Demonstration Base Construction Plan (JFGGJ [2019] No. 1361), agreeing to build 17 Hebei strategic emerging industry demonstration bases in the secondary subdivisions of 8 major fields of strategic emerging industries based on 17 development zones above the provincial level.

The high-end alloy material demonstration base built by relying on Hebei Qingyuan Economic Development Zone was approved. The base is constructed by 11 key enterprises, including Stone New Materials, Hebei Lizhong and Baoding Lizhong Wheels, in collaboration with upstream and downstream enterprises. The development direction of the base is to vigorously promote new functional intermediate alloy materials, light metal alloy materials, light metal auto parts and other industries around high-end alloy materials, forming an industrial cluster of raw materials, equipment, production, application and services.
